Many of the files that you download from the Internet are compressed. They are compacted so that they take less time to download. In order to un-compact these files, you need a decoding utility. By far, the most popular decoding utility for the Macintosh is Stuffit Expander.
Many Macintosh users already have Stuffit Expander installed on their computer. It comes with the newer versions of Netscape for free. If you do not have a decoding utility, then you can download Stuffit Expander from TUCOWS by following this link
The page on TUCOWS had some detailed instructions on how to download an uncompressed version of Stuffit Expander. Why do you need to get an uncompressed version? Well, if you don't have a decoding utility, how are you going to decompress it, silly? Unfortunately, it will take a lot longer to download Stuffit Expander in its uncompressed form. You only have to do this once.
After you download the program, an icon will appear on your desktop that looks something like this

Double-click on the icon to install Stuffit Expander. The program provides detailed instructions on how to install Stuffit Expander. If you have a printer, you will be given the option to print these instructions out. You can also save the instructions as a text file on your computer.
Follow the detailed instructions that Stuffit Expander provides you. Then, restart your computer. You will now have the capability to un-compress (a.k.a. decode) compressed (a.k.a. encoded) files.
Netscape and Microsoft IE for the Mac should now automatically uncompress downloads off the Internet. If for some reason they don't, just drag and drop the files you downloaded on the Stuffit Expander icon. It looks like this.
